C. Frank Frame, 84, retired superintendent of Scotland School for Veterans’ Children, passed away on January 22, 2025 at his home in Chambersburg, PA surrounded by his loving family following a sixteen-year battle with Parkinson’s Disease.
Born in 1940 in Charleston, WV, to the late Ralph A. Frame, Sr., and Thelma Humphreys Frame, Frank graduated from Stonewall Jackson High in 1958. He received a B.S. in Secondary Education from West Virginia University in 1963 and an M.Ed. in Earth Science from The Pennsylvania State University in 1970. Additionally, he earned certifications in Curriculum and Instruction and as a Secondary Principal from McDaniel College (formerly Western Maryland College) and an Elementary Principal and Letter of Eligibility for Superintendency from Shippensburg University.
A lifelong learner, he continued to fuel his curiosity for education, leadership and history throughout this life.
Mr. Frame, as he was known at school, remained at SSVC for thirty-two years, retiring in 1999. During his tenure he served as teacher, coach, curriculum coordinator, principal, assistant superintendent, and superintendent.
Known by his students as a true servant leader, Frank was a man who led by example through outstanding leadership, fostered student academic and personal development through trust, enhancing relationships, and encouraging all of his students to do great things. His impact on the lives of his many students reaches far and wide as he had a very special way of loving people through listening and encouraging them, offering wise counsel and genuine care.
For these stalwart efforts he was the first civilian inducted in the Pennsylvania Military and Veterans’ Affairs Hall of Fame as well as given many citations and awards by veterans’ service organizations at the local and state level.
Following Mr. Frame’s retirement as superintendent in 1999, he was employed for four years as general manager of the Chambersburg Country Club where he enjoyed working with members and staff alike. He also stayed involved with the Foundation for SSVC, an organization he founded in 1996, raising more than $2M to enhance education and student quality of life on campus. He was its executive director in 2010 until the organization’s closure in 2012. He also served a six-year term on the board of the Chambersburg Area Education Foundation.
Frank belonged to multiple professional organizations and received numerous awards, recognitions, and accolades associated with his profession. He also served as a founding member of the Coalition for Residential Education, the international organization for residential excellence. In addition, Frank was a member of Phi Kappa Psi Fraternity, the Rotary, Lions and Elks Clubs in various communities as well as the home associations of the VFW and AMVETS.
Above all, Frank cherished his family. He is survived by his wife Loretta, his son Sean, daughter-in-law Michelle, and grandson Mason of Allentown, PA, his brother Bruce (Ruth) of Charleston, WV, brother-in-law Bruce (Pat) Palmer of Salisbury, MD, sister-in-law Barbara Koontz of Salisbury, and many nieces and nephews.
In addition to his parents, he was predeceased by his brother Ralph, sisters JoAnn Kittinger and Marilyn Stotts, and brother-in-law Calvin Palmer.
In keeping with Frank’s selflessness and service to future generations, he participated in a number of research studies on Parkinson’s Disease at Johns Hopkins Center for Parkinson’s Disease and Movement Disorders. He made the ultimate gift to science and education by bequeathing his body to continue research in hopes of helping future Parkinson’s patients.
